报告题目一:Industrial land supply: practise in the Netherlands

Dutch urban planning has received international recognition for the organization of land-use development in an integrated and comprehensive way. This integrated approach to planning is based on a public land development model. Defining feature of this approach is that the municipality purchases the land earmarked for development. The municipality then prepares the land for further development, before it sells the serviced land to developers and/or end users (e.g. industrial companies). Industrial land policies by Dutch cities are usually based on the same principles, but then combined with economic policies to attract companies to locate in the municipality. With this position of municipalities as market players on the land market and fuelled by competition between cities to attract industrial firms - a special kind of market has been created, with impact on prices, locational quality and industrial companies investment decisions and location strategies.

In this presentation, he will discuss the features of the Dutch industrial land market and reflect on its outcomes, in terms of prices, quality and quantity. He will particularly address both good and bad practices with regard to the interrelationship between planning policies and the functioning of the industrial land and property market. The presentation will conclude with some remarks with respect to sustainable industrial land development.

       In this presentation, he will explore the impact of planning intervention on the industrial land and property market. He use a broad conception of planning intervention which relates to all intentional interventions in the land and property development process, typically but not exclusively by local governments, intended to achieve desirable societal objectives. This broad conception of planning includes land use regulations and land policy, but also regeneration, transport and environmental policies. Regeneration policies are expected to stimulate new investment and to encourage existing businesses to stay or even expand their activities. Transport policies influence firm location decisions and development activity, through the delivery of (national) transport infrastructure. And so do environmental regulations concerning permissible levels of pollution, which are largely implemented through land use plans. He will present empirical evidence for the Netherlands on the impact of planning intervention in the industrial land and property market. He will not consider all of the above policies in equal depth and the main focus will be on land use planning and regeneration policies. Land use planning policies arguably have the most significant impact on real estate development. These policies can take many forms, like height controls, restrictions of building size and preservation designations, but the most important (at least in the Netherlands) is the planned provision of land (or lack thereof) for new industrial development. Regeneration policies will also be considered because local governments regard this as an important means through which they can steer and influence industrial and business development. Industrial sites have been targeted by regeneration initiatives since the late 1980s. These initiatives typically put in place projects aimed at the physical improvement of the site and may encompass investments in road infrastructure and the public realm, relocation of undesired activities and in some instances the acquisition and demolition of obsolete properties and provision of building land.

报告人简介:

      Erwin van der Krabben (1966) studied Town and Country Planning at Radboud University (MA 1990) and holds a PhD in Economic Sciences (Tilburg University, 1995). In 1996 he cofounded the Dutch real estate consultancy firm Stec Groep. From 1999 until 2004 he worked with two other Dutch real estate consultancy firms. In 2004 he became a full-time academic and started working in Radboud University, in the Institute for Management Research, Department of Urban Planning. In 2010 he was appointed as Professor of Urban Planning and Property Development. Next to his position in Radboud University), he also holds a visiting professorship at Hong Kong University. His research focuses on urban land and real estate markets, land policy and value capturing and urban planning and he is and has been involved in international research projects both in Europe, Asia and the U.S. Currently he holds a fellowship with the Lincoln Institute for Land Policy China Program. He published extensively in international urban planning and real estate journals, regularly advises local, regional and national governments, and has given key notes at many international conferences.

     Huub Ploegmakers (1985) studied Spatial Planning at Radboud University (MSc, 2003) and holds a PhD in Spatial Planning (Radboud University, 2015). He currently works as a lecturer and researcher in the Department of Geography, Planning and Environment at the Radboud University. His main research interests are in the structure and operation of property markets, urban regeneration and the relationship between planning policies and property market performance. He also lectures in this field and teaches various courses on planning methods and theory.
