专家简介：

美国乔治亚州立大学安德鲁·杨公共政策学院终身副教授。现任美国公共行政学会交通政策和管理分会（ASPA-STPA）主席，留美公共政策学会（CPSG）共同主席，美国预算和财政管理学会（ABFM）和国际绩效审计协会（ICPA）执行理事，兼任美国国家交通财政研究中心客座研究员。主要研究方向包括公共基础设施财政与融资，财政透明和预算参与等。已在国际著名的学术出版商Palgrave Macmillan出版一部学术专著Innovative Infrastructure Finance: A Guide for State and Local Governments，同时在国际著名的学术期刊发表研究论文三十余篇，包括Public Administration, Public Management Review, American Review of Public Administration，Policy Studies Journal，Public Finance Review，Journal of Air Transport Management, Transport Policy等。他曾获得世界银行、国际开放政府组织、美国政府会计准则委员会、林肯土地政策研究院等研究项目资助，同时担任International Review of Public Administration和 Chinese Pubic Administration Review 副主编，复旦公共行政评论国际主编，中大公共行政评论等期刊编委。 

讲座简介：

This research aims to mark the 40th anniversary of Public Budgeting & Finance (PB&F) by providing a retrospective of its journey over the past 40 years using the method of an unsupervised machine learning technique—structural topic modeling (STM). The study identifies 15 key thematic topics that most optimally represent the 1,028 articles that were published in the studied period from 1981 to 2020. Furthermore, a few thematic topics showed a decline and fewer showed an increase over time. This research is important to identify past and emerging research trends in PB&F and help scholars and students keep sight of the overall landscape of public budgeting and finance literature.
